Shock horror. Are you suggesting that the police drivers are highly trained
and know what they are doing?

But a miss is as good as a mile.

I think I will have to mount somes video cameras in my car to record
some of the daft manoeuvres, red light jumping and other law breaking
activities carried out by cyclists!

The Police driver missed him quite comfortably on a fairly narrow two
lane road with traffic coming in the opposite direction, so judged the
high speed overtaking manoeuvre perfectly well. At least the cyclist
had the good sense to pull over to the side of the road when he heard
the siren coming up behind him, and didn't stand on his 'right' to
cycle in the middle of the lane, thereby slowing down the Police
response to whatever incident they were dealing with.

Sorry - I thought that taking his foot (or even feet) off the pedal
and putting it on the floor would have given him more stability - is
that not the case?

You know - two hands on the handle bars - one or two feet on the floor
- that sort of thing.

I don't think that you've ever ridden a recumbent then.
