If these are fitted between 500mm and 1200mm from the road surface, do they become "head lights" under the Construction & Use regulations and Vehicle Lighting regulations, and therefore should be capable of being dipped in order not to dazzle oncoming road users?

C and U says nothing about lights. Additional headlamps do not have to be dippable, provided you have some other dipped headlamps. Only if you are replacing your dipped headlamps do they have to be dippable and > 500mm.
