Frequently! Every third party insurance claim involves a lawsuit.

It's also hard to imagine a pedestrian being hit by a car and not
winning a payout of some sort (even if they're pissed and black).

I spent quite a few years investigating claims on behalf of several NSW
councils.

I ended up with the feeling that the majority of people that injured
themselves in public places tried to sue the local council. Judging from the
sheer number of claims, and tenuous reasons they came up with to point the
blame there.

I've worked several cases where people have tried to blame council for bad
directions when they have done dumb things. One time a fellow backed his
boat and trailer into a tidal lake, got stuck, decided to go next door and
get drunk instead of calling a tow truck whilst the tide rose aound his car.
He then tried to sue council for a new car because they gave him a tourist
map that said there should have been a boatramp there. (the ramp was no more
than 200 metres away btw)
