Is that a fact, or your opinion? A car with suitable adaptions can be controlled well by someone with considerable disabilities. Provided the scheme is managed correctly then I don't see the problem. A person with no left leg would probably qualify for motability due to their inability to walk unaided for a distance, but could drive an automatic car as well as someone without that disability...
