There's a guy on one I see going up and down my road, and it certainly
*looks* like it's doing more than 8mph. I suppose it could be deceptive
though.

If only it was enforced...

The one time I've tried to get it enforced was when a builders van was
parked over a pavement, forcing anyone with a baby buggy, or even just
a waist measurement over 24", to walk along the main bus route
instead of the provided footpath.

In an area where they'll attend at any time of day or night if people
parallel park with too few inches between one bumper and the next.
