To work at its best, yes.

In exactly the same way you can open a window and still remain warm
with the heating on, even when it is relatively cold out.

Must admit my adictadictionion to fresh airprecedenceecidence over
staying cool in hot weather. I usually only need it when stuck for a
long time in traffic, on an especially hot day. My powered sun roof was
last used fully open just a few days ago, usually I just use the tilt,
but it was a scorching 7 degrees on Saturday morning.
