No, They're not ASSuming Anything. They're SAYING what they're saying.
Quote from the manual:

"If the system is ever reset accidentally, you must change your oil at 3,000
miles (5 000 km) since your last oil change. Remember to reset the oil life
system whenever the oil is changed."


That is exactly how it is written in the manual. So what they're saying is
change the oil every 3000 miles.

Not all. The V10 used in the E60 BMW M5 performs some form of electrical
conductivity test to determine the condition of the oil as well as measuring
the oil level. The engine has no dip stick. All readings are electronic.

No one at the API says to change you oil every 3K miles. You're very
confused. The API is not Jiffy Lube.
