Middle management:

A post designed solely to allow the REAL management to communicate with
the workforce without having to actually speak to them whilst also
giving them someone to blame when things go wrong.

As recent experience has shown, middle management aren't actually
allowed to make any decision which may cost money without consulting
the real management and need a meeting to be able to work out a course
of action which would be common sense to anyone else.
