The answer: All cyclists over 16 to take compulsory test, have compulsory insurance, and be registered. Registration number to be clearly visible on the back of mandatory hi-viz vest. It looks like the second distinguishign characteristic of a cyclist, after the fervent use of "tu quoque" is the hand permanently out in the begging position. Tax cyclists and there'll soon be plenty of money to spend on the amenities you want.
