Some websites let you view traffic conditions from these cams, and I suppose the traffic controls centers use them to determine the messages to display on the Intelligent Traffic Systems and what-not. Short poles, I dunno, air quality sensors?

I see these alot in the Orlando area on the expressways and on near by city streets - the boxes look almost exactly like the antennas used in the toll facilities there to read the E-Pass/Sunpass transponders. If they're only over the right two lanes, and there's an inspection or weigh station within 2-3 miles after each one, they're PrePass or NorPass transmitters/receivers. Those are systems used to tell truckers whether they have to come in for inspection.
