OH has drive thrus for beer and wine, etc. "Spirituous liquors" may
be sold only at "state stores" although some groceries may sell “mixed

Nope, except a few places have finagled ways around the rules;
Wegman's supermarkets have separate eat-in areas licensed as bars, and
you can buy beer there. More than a six-pack is legal, but I forget
how much more; I think two six-packs are OK but three are not.
