This seems like a perfect reason to get a bike from the top and leave it at the bottom. I don't see it working the other way though, so they'll soon run out of clients. DB run it, so my guess it likely in some part subsidised since the rail system is, and Germany being a bit more environmentally conscience tends to subsidise things like this. "Funding" is invariably used as a weasel term (or euphemism) for "subsidy". "Subsidy" simply means making non-beneficiaries pay.
