1320 Acknowledging the toll the recent bad weather has taken on roads - and
the explosion in the number of potholes - there will 100m for local road
repairs and 285m for motorway improvements and expansion projects, such as
allowing hard-shoulder running in busy times.

Yup. Scotlands were the worst in Europe before the winter. Theyre
nothing much better than cattle tracks now.

Hard-shoulder running....I'm still wary of this. The hard shoulder is
there for a reason - and it wasnt as an extra driving lane.

There have been no problems with the three or so years the M42 scheme
has been running.

So no-one broke down and blocked the lane in 3 years?

Essentially, when the 'normal' lanes are congested (and, IIRC, when a
speed limit of 40mph has had to be imposed), the opening of the hard
shoulder for traffic works well. OK, when there's a breakdown, the hard
shoulder for that small section of motorway (between gantry signs) has
to be closed. Inconvenient, but not a disaster.
