Well, if the "Road Fund Licence" isn't a tax perhaps you could tell me
what it is. Much the same as the BBC "Licence" Fee, it is a tax, pure
and simple, which does not take into account the ability to pay.

So what else would you call it? It mainly affects Conservative voting
folk who live in the countryside, where such vehicles are necessary
and there is little or no public transport, or local shops. Not Labour
voters in many London Boroughs, where there are plenty of tube lines
and buses and you can easily live without a car.

OK it's based on engine capacity and CO2 emissions, rather than 4WD as
such, but 4x4 vehicles tend to need bigger engines for the sort of
duties they perform, such as pulling trailers. AND on top of that you
have to pay a small fortune in fuel duty (+VAT) to run the things.

It's not _quite_ as bad as the TV Licence. You at least have the
option of buying a smaller car and paying less, or even nothing.
Smaller TV's don't hack it :-(

They will as more and more people realise that it is the way to go in
order to stop the red-light jumpers, those without lights, those
cycling on pavement etc etc.

Many cyclists are proving the need for registration by their contempt for the Highway Code and laws.

The answer:
All cyclists over 16 to take compulsory test, have compulsory insurance, and be registered.
Registration number to be clearly visible on the back of mandatory hi-viz vest.
Habitual law breakers' cycles confiscated and crushed.
