The regulation of motorists is not 100% perfect, so there is no point using it for cyclists. Unless you go by the frame number you need a license plate. Which on a bicycle would have to be so small you'd need to be within a few yards anyway. Are they really going to track you down and pay you a visit for cycling on the pavement ?
