That old chestnut again. The regulation of motorists is not 100% perfect,
so there is no point using it for cyclists. The system works for the vast
majority of motorists and would work for the vast majority of cyclists.

Do the traffic police have much of a problem catching bicycles armed
only with 3 litre BMWs ?

Unless you go by the frame number you need a license plate. Which on a
bicycle would have to be so small you'd need to be within a few yards
anyway.

Are they really going to track you down and pay you a visit for
cycling on the pavement ?

Why would a license plate have to be small? A motorcycle number plate would
be easily seen. Or we could have the reg number tattooed on the cyclists
forehead.
