The people it has affected badly have been the horsebox lorry owners
living near or within the M25. Nearly all are privateers, the lorries
only do about 2500 miles per year so it is easly possible to have a 15
year old van which needs £3k's worth of catylictic converter and
certification done to avoid rendering them worthless. These vehicles
sit for 6 days a week in a field or farmyard, but are forced to pay
£200 per day to move the vehicle within the Low emission zone.A
punitive tax designed to soak the rich (or those perceived to be)

SWMBO is not atypical, I suspect, of most people who are likely to get
behind the wheel of a horsebox for the first time. Her licence covers her
to drive >7.5t. She's never driven anything larger than a large-ish car -
and usually drives nothing larger than a small car.

I wasn't suggesting that some additional practise wouldn't be useful.
