My guess is the photo was taken mid to late 60's.

The Mark 1 had nothing on the wheel arches
The Mark 2 998cc was a Cooper engined model and they let you know it by
badges on the boot, which this one apparently doesn't have
The Mark 2 1300 had chrome strips along the arches and 10 slot steel wheels
and didn't come out till 1968
the one in the photo has got ordinary steel wheels and looks older that a
few months
The Mark 3 had small wheel flares
The mini-Coopers had screw on wheel flares
the one in the photo doesn't have wheel flares or strips along the arches
it also has the rounded taillights
your Cooper 998 would have had square topped taillights

I must have been lucky and avoided jobs like that.
I still laugh when I remember an older Bedford being towed into our
workshop and the driver saying it had a crook starter, no6 conrod had
punched a hole in the block and embedded itself in the starter on the
way out:-)

Mostly Holdens and Fords with a Hillman Minx and a Studebaker in front
of the Victoria Hotel.
The car in front of the TAA building is the one I'm having trouble with,
possibly a Fiat.
The boats are too far away to work out what they are.
