Yes "have" to because...

She does not do PT.
Will only walk short distances.
Does not cycle.
She is too mean to pay for taxis.

Therefore she would "have" to drive.

Well I suppose to empty dustbins you don't have to go far. Some of us in
more specialist fields however don't have much choice in the matter.

nobody said that, people did say certain jobs require driving and
certain people in certain places would have to drive to do certain
jobs, you want to stop exaggerating.
