The only sensible thing to do is to make all vehicle users pass a test in all types of vehicle within two years of passing the first one. Not a full test, just a test of basic competency so everyone appreciates what other drivers/riders are having to put up with. Once we've got that lot sorted out we can pass a law making it legal to kill cyclists who get in the way of anyone paying road tax.
