Really? I assume it is with a set of wheels in the middle.

As the overhang is over the legally permitted limits, are they correctly
informing the Police of an abnormal load movement? Are they correctly
affixing warning signs or, as I suspect, merely putting a rag on the end
of it?

Exactly the same as you'd pay to tax a 1972 registered one, or a
selection of 1973 registered ones, or even a bunch of new and near-new
ones.
