In normal countries, only motor vehicles need a permission.

There is no such tax. The owners of whole range of vehicles do not
have to pay any such tax.

There is a tax placed on some types of "luxury" vehicle. That is VED
and it applies to many, but not all, motor vehicles.

That's beside the point. Some people imply (and many believe them)
that something wrongly called road tax is used to pay for roads.

No, it applies to all motor vehicles - it's just that some are zero-rated.

Why do cyclists need this "advanced stop reservoir" if they don't stop
at red lights?
