The budget for 2008/9 is "a capital investment of £6.5m in the highway
network, over and above any support from government."

I don't know about your local authority, but round here, the county
council derives about 1/4 of their total budget from council tax.

It's about the same here but as the 6.5m is *over and above any
support from government*, the average council tax payer contributes
£55/year to the highways budget, or 'road tax' as some like to call
it.

No, I think you're misunderstanding. That's 6.5m for that particular
project from the council's budget - the rest of that particular project's
budget come direct from central government.

The fact that the council's budget is partially funded from central
government is a different kettle of fish. (Oh, and "not council tax"
doesn't mean "central government")

Yes I realise there are other sources - it was me who emphasised "any
support from government".

I have never claimed that council tax payments cover the entire
highways budget - just 6.5m of it which equates to an average of £55/
year.
