As the letter acompanying the document itself says: "To get an exempt vehicle licence (tax disc) fill in form V10...." and a lot more. Note that the DWP think of it as a licence. To do what one may ask - to use a vehicle on the road that's what. I'm not apathetic... I just don't give a sh** anymore John Wright
