identity is all that matters. Have you thought about becoming a URCM
"moderator"? That mentality is a requirement, and also you certainly
seem to subscribe to their, err, "expanded" definition of "troll". I
don't remember you participating much in URC but I bow to your
superior expertise on that newsgroup all the same. You think Chapman
et al are blameless so that must be the case.

All cyclists over 16 to take compulsory test, have compulsory insurance, and be registered.
Registration number to be clearly visible on the back of mandatory hi-viz vest.
Habitual law breakers' cycles confiscated and crushed.
