Clever wording, but there are no 'exceptions'. *All* local road speeds are
set by local councils. A 30mph road is not such because the local council
has failed to decide on a speed, its because the council feel that the
national 30mph standard is a suitable maximum speed for the road.

about half the recommended speed for the road, while... "

there is no such thing as a recommended speed for any road .

Like I said at 16:26 - "We've covered that point already". The recommended
maximum speed (commonly known as speed limit) is determined by the local
authorities for *every* road in their area.
