It is disappointing when a road is freshly re-surfaced and then the manholes
start to sink after the first bad weather. Is it the brickwork - or the
foundations at the base of the shaft?

Really?

I can think of several roads around here that have a 60 (NSL) limit that
you'd have to be suicidal to drive at more than 25-30 in many places,
and a little deranged to do more than 40 on pretty much the whole road.
