Indeed, but there's the possibility that the cars in question were passing
another vehicle rather than the PP's.

the motorway is 6 lanes wide 3 going to the M4 3 straight on. I was in
lane four doing the mandatory speed limit. White van was in lane 3 -
where was he going?

he pulled into lane 4 but could have gone into lane 2 as a car sped
past on the left
