A quick search on that phrase reveals bumper stickers also exist. There is
also a variation of that being "The closer you get the slower I will drive".

This actually one works two ways: could also apply to MFFY drivers meaning
their horn doesn't work watch for the finger, or could also apply to the
driver being honked at meaning use of the horn doesn't work so watch for the
finger. I suppose since this is usually seen on rear license plate frames,
the latter might be the intended meaning of the driver who installed that
frame.
