Someone wishing to pass and getting close the the vehicle in front might be
mistaken for a tailgater.

Yes they can have. I certainly would have had one less sister had my
old man not managed to cover some 4 miles in as many minutes (in an
Austin Maxi at the time !) despite the 30 limit and Norfolk village
roads. Cos thats how long it took to meet the ambulance coming the
other way when she stopped breathing as a baby.

If some tosser played silly buggers in front of me under similar
circumstances there would be two casualties in the ambulance.
