For some - a few - vehicles that the government has decided to favour, even though they aren't seen as of very much use by the majority, the rate that *currently* has to be paid is NIL. But that does not mean that there is no requirement to jump through the hoops (which, incidentally, are not necessarily cost-free). And it is as well to remember that this is a relatively new phenomenon - only a few years ago, all motor cars (for instance) were (IMHO, quite rightly) taxed at the same rate. Marginal fiddling by the then-Kanzler (someone called "Brown", IIRC) is trivial compared to the The Point.
