The fuel duty is charged regardless of whether you are powering an
off-road quad, a mini-moto, a lawnmower or a private car. It is not
road-specific.

Umm, not necessarily, no.

He always has to pay the tax at the appropriate - and to go through the
necessary procedures. For some - a few - vehicles that the government has
decided to favour, even though they aren't seen as of very much use by the
majority, the rate that *currently* has to be paid is NIL. But that does not
mean that there is no requirement to jump through the hoops (which,
incidentally, are not necessarily cost-free).

And it is as well to remember that this is a relatively new phenomenon - only
a few years ago, all motor cars (for instance) were (IMHO, quite rightly)
taxed at the same rate. Marginal fiddling by the then-Kanzler (someone called
"Brown", IIRC) is trivial compared to the The Point.

Red diesel doesn't exist, then?

Does red diesel have some special property that allows it to be used in a
petrol engine?
