I was told by the chap at the hire place that that was the limit for a normal driving license.

People who passed the car test after about 1997 can only drive vehicles up to 3500kg. Which is basically just vans. There are some pretty large vans rated at 3500kg though. After that, it's 3.5t Restrictions on trailer size also came in - 750kg without an additional test.
