But if you change 'always' to 'frequently' and 'never' to 'rarely' it makes
perfect sense.

I think you will find this is mostly done by HGVs and Buses. A car
would break a wheel before it breaks the kerb

But that isn't driving on the pavement is it idiot boy? Thats mounting the
kerb for a few seconds.

Probably because pedestrians are not being terrorised regularly by
irresponsible cyclists using the pavements as a highway.
