I don't really see a problem with it either, provided you don't exceed
the speed target by doing so.

This is just the 'everyone else is doing it so I have to as well' problem. I
don't see a way round it, other than to join the line of cars in the
overtaking lane who aren't overtaking anything.

Actually, a correction: its the 'everyone else is doing *wrongly* it so I
have to do it *wrongly* as well, or I end up stranded in the *correct* lane
with nowhere to go' problem!!
