I would guess most were when the road was quiet, in the middle of the
night - because usually all the lanes will be blocked by other vehicles
sticking religiously to 45mph.

Look at it the other way, though.

If speed cameras stopped being lucrative at current tolerances, they'd
just tighten the tolerances and reduce the limits to maintain income.

stupidity, some people still do not understand 50s on motorways are
usually enforced with cameras, cannot read the signs or see the yellow
boxes.
The Dartford Bridge is festooned with yellow cameras, i think (hope)
they are switched off at present. I drive across at 50, most others at
60+. Should they be switched on, those who are daily drivers could be
banned in a week. Sheer idiocy.
