Except that it might not be an actual violation to pass stopped traffic
in the center turn lane. Illinois vehicle code:
(625 ILCS 5/11.709) (from Ch. 95 1/2, par. 11.709)
Sec. 11.709. Driving on roadways laned for traffic. Whenever any
roadway has been divided into 2 or more clearly marked lanes for traffic
the following rules in addition to all others consistent herewith shall
apply.
(b) Upon a roadway which is divided into 3 lanes and provides for two.way
movement of traffic, a vehicle shall not be driven in the center lane
except when overtaking and passing another vehicle traveling in the same
direction when such center lane is clear of traffic within a safe
distance, or in preparation for making a left turn or where such center
lane is at the time allocated exclusively to traffic moving in the same
direction that the vehicle is proceeding and such allocation is
designated by official traffic control devices.

The ticket he got might very well be bogus depending on the state it was
in and the exact markings on the roadway. This is one of those finer
poings of the vehicle code many cops do not know.

You may conditionally use the center lane to pass in IL.

Whenever a highway or roadway has a central lane in which traffic may
enter from either direction for the purposes of making a left turn, no
vehicle shall be driven into such central lane except for the purpose
of making a left turn, and no vehicle shall enter into such central
lane at a location which is more than 300 feet from the location where
the vehicle will turn left across one or more lanes of oncoming
traffic. No vehicle which has been driven into such a central lane
shall be operated in such central lane for more than 300 feet.

Back when I was stationed in DC and made weekend visits down to
Newport News. IIRC my route was on US 1. It was a two lane with
middle 'passing' lane and that lane was rightfully called the "suicide
lane" as head-ons due to people pulling into it from both directions
at the same time were common.

You might get away with that argument in court, but I wouldn't try it.

That section of law sounds like it was written to deal with the old two-way
passing lanes, AKA "suicide lanes". I haven't seen one anywhere since 1980
and I doubt they still exist; they're too dangerous.

Added MTR in case someone there knows of such a lane today.

Somehow if you pass in a two-way left turn lane, I expect you'd be breaking
some other section of law, so the exception in 11.709 wouldn't help you.

Idiot. If the lane is clearly marked with "left turn only" signs, then it
is not a standard driving lane. Plus the center turn lane is generally
marked in yellow painted lines, not white.

So the cop was right to cite you for it.

Although, I am a bit miffed about one incident I saw one day. Talk about a
cop needing more tickets for his nonexistant quota.

I am in the right lane. There is an incoming lane just about 3 car lengths
ahead on the right. Where the two solid white lines meet to form a little
triangle, is a cop with a customer. The car in front of me considers going
to the right of the stopped vehicles just to get around them. His right
front wheel crosses that line, and he instantly moves back to the left.
"Pull it over dirt bag, you just made my day!"

Now I would love to see the wording on that state's law covering that
situation. To write somebody up just because a wheel crossed the line, is
pure damn bullshit.
