IME it is never safe to RTOR in the situation you describe. *more often than not* the left turner will turn into the right lane. Hmmm...gotta brush up on the regs. I was taught that you turn into the lane matching the one you are coming from..or the one that matches it the closest. Of coruse that applied(s) where both lanes were allowed to turn left. Where only the left lane can turn left, then yes, into the left most lane. Harry K

I've seen many cars MISS this signal or ignore it. Plus,it's common for the entrance to a corner gas station or shopping center to be very close to the intersection,and you HAVE to turn into the rightmost lane if you want to get into those entryways. Lastly,Right-on-red can ONLY be made when traffic flow permits. That means if you have the green arrow,they cannot run right until turning traffic has cleared.
