That would not be giving priority; the HC says give priority.

The HC says nothing about making other vehicles change speed or direction
when joining a motorway. Just 'give priority'.

The HC has decided to use different words. The HA have decided to use
different markings. Most motorists treat them differently.
They clearly don't mean the same thing.
