I'm a poor example for your theory. I passed first time 50 years ago
(although I can't remember if I 'sailed through'). Since then, I must
have driven a fairly vast number of miles. I've had three real
(insurance) accidents - one of which was my fault, but fortunately I
have failed miserably to come anywhere near to killing anyone. I intend
to continue to keep my wits about me and, with a bit of luck, hope to
carry on failing.

ITYM it's a tax on all powered vehicles although some are set at a zero rate
at the moment.

Untrue.

"Hence we get people pootling along at 35 mph in a 60 limit when the road is
good for 70+ and other people doing vastly greater speeds on the same
section of road." explains why "Because what is, or is not, safe varies from
person to person. " is a problem.

Except, of course, the "bumbling old lady" wasn't either bumbling or old
when she did pass.
