Not really criticizing your post, I was just answering PhilD's reply saying
that it might not be Northern Territory where the photo was taken
Because when the photo opens via the link you provided,
The heading came up with "Alice Springs (NT Australia) Bush Mechanic"

And the writing on the sign on the ute to the right of the Escort looks like
it's Dutch or so.

Still, can't help wondering if they wrapped the hose around the rim in an
attempt to quieten it down after they'd popped the tyre off it or if the rim
was mounted on their house being used as their permanent hose reel and just
thought it might make a good temporary drive while they got their puncture
fixed.
