It's equivocal.

Sounds like they'll turn up, but won't actually do much other than call a
tyre place for you.

If the car should have a spare. If it shouldn't, none of that
paragraph applies.

They just won't refuse to help you with a flat if there's no spare. Quite
what help they will provide is a different question, but is probably
covered by "tyre specialist, should the AA consider this to be required"
