I think I would have expected the bike once it had started to move, to
move over to the left to allow motorised vehicles to pass safely.
In this case it appears they just continued to cycle in the the centre
of the road, much longer than necessary.

Although this is unlikely to help, if you want to get to your destination
earlier, leave earlier. It means that you get there on time and with far
less stress caused when you inevitably get held up.

Sounds more like a reminder to the cyclist(s) that there is other traffic on
the road, and other travellers with a right to be due consideration.

Flashing the headlamps would suffice with motor traffic. Bikes rarely have
mirrors.

Why didn't you deliberately ram the tandem from behind? Then 'Doug'
really would have something to complain about!

Advance stop lines for cyclists are a good idea, because they don't
have to sit in a driver's possible blind spot, but they shouldn't be
an excuse for hogging the middle of a traffic lane once things get
moving.
