That's their choice. Many people have cars but do very little mileage.
However, it's still a matter of choice. Don't you approve of people being
able to chose what they do?

Such as? Everyone paid tax which went into either the Treasury or to the
Local Council and roads were maintained out of that. Before Local Councils
there were Turnpikes (i.e. toll roads) but not all roads were turnpikes.

Wow, I've just realised, that's exactly what happens now. Isn't that an
amazing coincidence? The only difference is that those road users which
cause the most damage pay an extra tax to use the roads. Most people
consider that to be fair.

Cyclists were, at one time, required to pay tolls to use the roads. They
refused to pay since they are truly scrounging bastards. Hence they were
scrounging off other road users who did make their payments to the
turnpike trusts.

The end of tolls for cycling on turnpikes happened at about the same
time as the development of the motor car (around 1895) so it's the car
that cyclists can thank for their freedom from tolls, not their own
illegal behaviour.

As usual the ingratitudinous revisionists like to pretend that they have
special status (they don't) and that they were resonsible for obtaining
their current toll-free status (they weren't).
