But these systems get abused when stacked traffic is queuing and people use
them to queue-jump.

You're going to start a queue-jump/merge/use available road argument,
but yes, they sometimes get misused- see the OP's post.

"Abused" means "used", does it?

In any case, the OP mentioned nothing about congested traffic.
