It's about time the writers or drafters of the HC got real on headlamp-flashing.

I'd rather the HC said "use headlamp flashers only as a visible horn" and
"flash a green light to signal that you will give way to someone when you
have priority over them" (of course this requires cars to be fitted with
such a light!).

The problem isn't that headlamp flashing is ambiguous, it's that the HC does
not say what unambigious signal should be used to signal "I will give way to
you" - and this is as important a signal to other road users as flashing
amber turn indicators. If headlamp flashing to signal "after you" became a
hanging offence, it's very simple: I'd no longer give way to anyone because
I'd have no way to signal my intention from afar and therefore I'd have to
stop and wait and wait until they got the message - and I'm not prepared to
put myself out to that extent.
