Where do you come up with this tripe? The person who wants to change lanes is responsible for finding a gap. If he cannot find one driving at his current speed, then he should speed up such that he can align himself with a gap and change lanes.

But in the case of LLB's, they are there anyway and if thru traffic in the left lane wants to get back up to speed, someone in the lane to the right has to let them in. Otherwise, enjoy your jammed up left lane because they aren't going to speed up, and traffic will continue passing them on the right whenever possible, but not letting them into the lane to the right.
