The NSW RTA has long been a law unto itself populated with unelected
bureaucrats who pass these laws with apparently no effective and
moderating ministerial control.

In this case I'd bet it was pushed by politicians wanting to improve the
budget position.
When they look south and see that Vic is raising double the revenue from
camera fines they want a slice of the action and even better if they can
convince the punters that its for their own good.
The bastards want to give their victims a warm fussy feeling about being
so safe whilst raping their wallets.
