Does this mean that you are arriving late and you cargo has to be
unloaded onto another vehicle to get around some road repairs?

Exactly - and this is where your argument in support of mobile phone useage
not causing accidents falls down. Other than where a driver has actually
been *seen* using a mobile - how do we know? There may have been thousands
of accidents caused by mobile phone useage - but they are not recorded as
such because no one saw the driver using his phone.

"specific", yes, nowadays people get pulled for eating sarnies, *but*
its not about one hand on the wheel, its about attention, so unless
your talk to your sandwiches and they answer back, its quite
reasonable.
