Works like this: Every head of household gets a check every month for an amount that will pay all the fair tax up to their poverty level spending. This is EVERY Amerian head of household with an SSN (sorry, illegals), from your favorite street person all the way up to Bill Gates, gets this. You register for your situation - if you're, say, single, then maybe your poverty level is $12,000. If so, you'd get enough in that check to pay the Fair Tax on 1,000 of spending each month.

The Fair Tax is applied as a sales tax on new items and services sold at retail. Things sold at wholesale, or for use in commerce, are not taxed. So, Farmer Brown's seed stock for the year is not taxed, nor is his tractor. The corn you buy from him is taxed since it is sold to you at retail. Every new item and every service, save one, is taxed. The only service not taxed is tuition.
