I do not know if it is illegal to cycle over 'a crossing' it depends on the
type of crossing.

Cycling is permitted over a Toucan or Pegasus crossing but not over a Zebra,
Pelican or Puffin crossing.

Can you tell them apart?

Yes AFAIK it is but you don't have the right of way that a pedestrian
has, just the same rights as if you were any other vehicle crossing the
road unless it is a specific crossing such as a toucan or pelican.

In this case though the police car should have stopped at the red light
regardless of whether it was a bike, pedestrian or nobody crossing.

I didn't know it was a PEGASUS crossing guv, I just thought I was to
