moved both front wheels to back, and no improvment, so pretty sure it's not
wheel balance.

Could this be a drive shaft or gearbox bearing problem?

How about the wheel bearings?

Hmm. Wouldn't normally be load dependent. G'box output, driveshaft
intermediates, ball joints and track-rod ends would be my initial set of
suspects.

I would say it's a tracking problem.

Thanks to all who replied. Had car checked at a non-specialist car mechanic
and he was pretty
sure it was not wheel balance or bearings but was pointing to play in the
gearbox output shaft on the passenger side. He was uncomfortable about
doing any further investigation.

I'll take a closer look and perhaps talk to the SAAB dealer (ouch).
